Since version 2.37 a New Address While in the USA picking behavior was introduced when creating manifests and picking occupants. The new behavior is as follows:
1. When you first select an occupant for the manifest you will be prompted for the address while in the USA if he does not have a valid US address.
2. If it has a valid address in the USA, it will be used instead of the prompt.
3. All further selections will use the last picked or used address.
