Apply check to prevent user from uploading offline edits if they only have a Lite ArcGIS license. This prevents the Esri upload from silently rejecting the edits and overwriting them on refresh. Instead this provides the user with an opportunity to enter valid ArcGIS license credentials to upload the edits, or overwrite their edits with a refresh if they choose.
