佛在经中赞扬了地藏菩萨「地狱不空，誓不成佛，众生度尽，方证菩提」的宏大誓愿，并介绍了地藏菩萨在因地修行过程中的典型事例，如婆罗门女、光目女救度母亲的故事。还通过文殊菩萨、佛母摩耶夫人、定自在王菩萨、四天王、普贤菩萨、普广菩萨、大辩长者、阎罗天子、恶毒鬼王、主命鬼王、坚牢地神、观世音菩萨、虚空藏菩萨的依次提问，以及地藏菩萨与释迦牟尼佛的对话，介绍了地狱的状况，解释了众生解脱生死、忏悔业障、救拔亲人眷属苦难的种种方法。释迦牟尼佛还在此经中表明，自己入灭之后至弥勒成佛以前的无佛世界中，教育度化世人的任务由大愿地藏菩萨负责。
