Fixed several reported crashes.

Fixed the following:
1. Several crashes reported from v5.1
2. Scanned tags were not being displayed as scanned after those scans didn't sync until 1 day after they were scanned.
3. Carry over schedules were not appearing on the device if the same schedules were set to repeat.

1. Increased the camera timeout, allowing a user more time to try and scan a tag before the camera stops trying to scan.
2. Fixed a few reported crashes.

Note: Before updating, make sure there are no items in the Items to Sync. Updating to this latest version will cause those items to be lost.

1. Department level support for Devices, Schedules, and Tags to help separate data for those that want multiple departments operating on the application.

Fixed:
1. Tags were being displayed out of order.
2. Tags were randomly not scanning with the iCarte readers.
3. Tags names were becoming separated when a comma was in the name.
4. Schedules were being duplicated if two devices were logged in as the same ID.
5. Barcodes with spaces were not being scanned properly.
6. When an custom inspection was added to a Tag which the schedule was already downloaded to the device for the day, the custom inspection was not syncing to the device.
7. Order of the priorities was not the same as defined on the web.
8. After scanning a tag and then selecting the inspection type, then going back to cancel the scan, the name of the Tag was not being displayed on the page title.
9. When visiting the Scan List, if no data is present an alert appears, but if a schedule was created on the web while the device user was on this screen, the alert did not disappear and would continue to state that no items are scheduled.
10. User was unable to create an incident when the event had started after they logged into the device because there was no "pull to refresh" option on the event list when creating an incident.
11. After deleting an item from the attachments of a scan, the item would be deleted but there would be a blank entry still listed in the attachments area.
12. Several crashes reported from the application logs.

1. Fixed an issue with barcodes less than 5 characters not scanning.

1. Improved the home screen layout for smaller resolution devices so that the buttons for Today's Scan List, Unassigned Schedules, and New Incident all fit without the need to scroll.

Added the following:
1. New setting when configuring items and issues that will allow the user to input additional information as a note when passing/failing an item.
2. Pull to refresh functionality in the Tag Manager.

Fixed the following:
1. Application crashes from previous version.
2. If the device is reset from the web, the device user was not receiving any notification about this reset. Now the user will receive a notification that the device has been reset.
3. When the device is set to Grab & Go and is assigned to a contact, the contact list was still showing on the device once the user logged in, even though it was already assigned to a contact.
4. If the Bluetooth scanner was connected the keyboard was not showing on the device. This issue was identified as a result of an update to iOS 9.1.
5. The "&" symbol not displaying correctly on facility selection screen.
6. The Today's scan list details page was overlapping the title on iOS 9.1.

Changed the following:
1. When a scan is saved, the record is saved on the device and then uploaded to the server shortly after. This fixes any issues with intermittent connectivity issues, causing the UI to freeze.

Fixed the following issues:
1. Application freezing when saving a scan with media attached.
2. Issue with scanning tags with readers that were using a different case structure than that tag's ID in the database.
3. Application crashes and other bug fixes found.

Added the following:
1. New section on the Items to Sync page to display media not synced.
2. Added a check when resetting the device for items and media that has not yet been synced.
