Improved photo upload. All photos will be sent to the queue. Even with a bad internet connection, the app is now able to upload if something goes wrong. Increased the time to check queue count from 60 to 180 seconds.

Photo upload is now made in background thread. It doesn't "lock" the user anymore because of poor internet connections.
Violations now can be searched by Route and persisted on the screen.

The filter controls are now on the top of communities, properties and violations screens;
Change the sort order as you change the filter option;
Even though the description is optional for violation, the description content is composed by the user name the "|" symbol and the text itself.
