2.The best commander knows very well how to deploy forces and develop talents. Now go to the military academy and recruit your dreamed generals. They will make your fleet like a tiger with wings.
3.When the commander level reaches 13, the military academy will open where the commander can assign 3 generals for each battle fleet.
