يعد البرنامج الوطني للوقاية من المخدرات ( سراج ) احد المشاريع الوطنية التي تنفذ من خلال مجلس مكافحة المخدرات الذي اعتمده الفريق سمو الشيخ سيف بن زايد آل نهيان. نائب رئيس مجلس الوزراء. وزير الداخلية. في القرار الوزاري رقم (96) لسنة 2016، ويترأسه معالي الفريق/ ضاحي خلفان تميم. نائب رئيس الشرطة والأمن العام بدبي. والذي يهدف إلي الإشراف على تنفيذ استرتيجية وطنية لمكافحة المخدرات ذات نهج شامل متكامل ومتوازن بما يحقق رؤية دولة الإمارات العربية وغايتها الاستراتيجية، وتنفيذاً للإعلان السياسي الصادر من الأمم المتحدة بشأن المخدرات في مختلف مستوياتها مكافحة ووقاية وعلاجاً وتأهيلياً.
