在港島北海濱發展一條由石塘咀至鰂魚涌約10公里的單車徑一直是海濱事務委員會的願景。發展局為了這個願景，推行了港島北海濱單車共融通道的可行性研究。為配合這個可行性研究，土木工程拓展署將中環9號碼頭至香港會議展覽中心西面的一段長約一公里的海濱長廊臨時改為行人和單車共用的「共享徑」，展開為期12個月的試驗計劃。試驗計劃旨在讓公眾體驗行人及單車共用的海濱，以及讓政府部門了解引入單車活動對現有海濱使用者的影響，以累積設計、管理和推廣經驗。顧問公司會就研究期內所收集到的數據及公眾意見進行整合及分析，作為日後港島北海濱分階段推展共融通道時的參考。
