La Asamblea General es el máximo órgano de gobierno de Cruz Roja, en el que se asegura la representatividad y la participación democrática de todos sus miembros, órganos de gobierno y dirección. La voluntad de la Asamblea General, expresada por la mayoría de sus componentes, define el destino y actuación de la Institución.

Entre otras son funciones de la Asamblea General definir la política general de la Institución, garantizar la unidad y solidaridad de Cruz Roja en todo el territorio nacional y marcar los objetivos a cumplir en el período entre sesiones de la Asamblea General.

Cruz Roja facilita que tanto socios y socias, como voluntarios y voluntarias, se sientan parte de la Institución, y asuman su responsabilidad para contribuir a su desarrollo y fortalecimiento.

De esta forma, los miembros de Cruz Roja pueden participar activamente en la toma de decisiones mediante el acceso a los órganos de gobierno y asesoramiento y control de la Institución, convirtiéndose así en generadores de iniciativas y decisiones.
