We now try not to check for updates from the server if we've already checked within a short period of time. Now you won't have to wait for that!

Finally tracked down a bug causing the app to crash at apparently random times while trying to save data. We hope.

Set up a bunch of changes for our audit clients, most notably faster offline loading of large evaluations and better communication on the map while we're doing it.
