في إطار نظرية التعلم الذاتي يتبنى المركز العربي للبحوث التربوية لدول الخليج مشروع البرامج الأكاديمية حرصا على الاستفادة من تقنيات المعلومات والاتصالات في التعلم الذاتي، وذلك بالتعاون مع المركز الإقليمي لتطوير البرمجيات التعليمية.
ويقوم البرنامج إنتاج برامج أكاديمية موجهة للطلاب تغطي عددا من البرامج التقنية الحديثة، بهدف الارتقاء بمستوى الطلاب العلمي والمهاري. ويتم بناء هذا البرنامج بالتكامل مع البرامج التقنية الأخرى.
