หอการค้า จังหวัดอุบลราชธานี จัดตั้งขึ้น เมื่อ 2528 เพื่อเป็นการสนองนโยบายของรัฐบาล เพื่อเป็นส่วนหนึ่ง ของคณะกรรมการร่วมภาครัฐและเอกชนเพื่อแก้ไขปัญหาเศรษฐกิจ ( กรอ) จังหวัด ผู้ร่วมก่อตั้งหอการค้าจังหวัดชุดแรกแรก ประกอบด้วย นายยศักดิ์ พรวัฒนากูร , นายเจือ จิรันตกาล,นายดำรงค์ วารินทร์ศิริกุล ,นายดำรงค์ เจียรกุล,นายอภิชาติ เรียนวิระยะกิจและ นายประยุทธ ธนาพร ต่อมาเมื่อวันที่ 24 กุมภาพันธ์ 2529 ได้เรียกประชุมใหญ่และเลือกคณะกรรมการถาวรชุดแรกประจำปี 2529-2530 โดยผลการประชุมหอการค้าได้เลือก นายยงศักดิ์ พรวัฒนากูร เป็นประธานหอการค้าจังหวัดอุบลราชธานี คนแรก และมี นายสมชาย สุรพัฒน์ เป็นเลขาธิการ จำนวนกรรมการทั้งสิ้น 21 ท่าน

และมี นายดำรง วารินทร์ศิริกุล , นายมนตรี จึงวิวัฒนาภรณ์ เป็นรองประธาน
