Add new translation

Hello wallabag user!
In this version we add new translation.
This is a major version because we had to change some deep code.
But despite everything we have added some changes to the ui, you can enjoy a new menu in an article.
And we have again activated the text-to-speech.
This version also prepares the transformation to the multiplatform code base.
