It allows you to alter any of your Resource Buildings (Forgery, Steel Mill, Arsenal, or Mintage) to another type. The building level will be the same after altering.
* About the building limit. The building limit for each resource building type will be removed, and all resource buildings will share the building limit. That being said, you can choose to build more or less buildings for one type considering your resource production situation.
